chore(scripts): add set-reconciliation-checkpoint.sh ops script

Server-side helper for the shard-reconciliation sweep (#139/#142): sets
npa:hasReconciliationCheckpoint in the admin repo so the next tick
re-verifies and repairs everything above the given load number. Used to
heal shard losses that predate the reconciler deployment (e.g. checkpoint
86293 on query.knowledgepixels.com covers all 19 currently-missing type
shards) or, with -1, to run a full-history integrity sweep. Refuses to
run before the reconciler's first tick has initialized the checkpoint,
since the initializer would overwrite an earlier manual value.
