* chore(deps): upgrade eslint and @eslint/js to v10

Bump ESLint to v10 and fix new recommended-rule violations, including
preserve-caught-error and no-useless-assignment, plus v10 config lookup
adjustments for tsconfigRootDir and local worktree ignores.

Narrow optional healthCheck metadata in RootErrorComponent, build health
errors with Object.assign, and fix ErrorComponent props so type-check
and knip pass in CI.
