fix: preserve foreground application signal ownership

Replace the final CLI process with the application so terminal signals and the application-selected status are not intercepted by a waiting Python parent. Keep containerized applications out of the PID 1 slot, return a clean 130 for CLI-owned interrupts, and avoid repeating the foreground Docker command after nonzero exits.
