Commit Message

Stop pulling Ryuk in CI and run Docker tests once

Docker Hub reset the connection while four concurrent ubuntu jobs pulled
testcontainers/ryuk, erroring out all 211 Docker-backed tests on 3.13.

Disable the Ryuk reaper (GitHub runners are ephemeral) and restrict the
Docker-backed suite to the primary Python/platform pair.
