* Close DAL-35 implementation evidence gaps

Use the shared private dispatch and candidate-group seams so tests observe real legacy conversion control, evidence priority, and first-failure indices. Extend the named FTZ and fail-closed fixtures to prove direct confirmation, atomic commit behavior, and callback cutoff.

Narrow the Krylov recurrence documentation to the exact alpha candidate path, preserve the beta/betaPrev and FTZ boundaries, and record the significant numerical capability in the changelog.

* Reduce DAL-35 ordinary-path overhead

Use a conservative exponent proof for the legacy alpha path and isolate exact scaled evaluation behind a cold boundary. Split the seven Codacy findings into focused helpers without reducing the numerical evidence.
