fix: honor the OSC 111 background reset (#312)

The OSC 11 handler pushed a per-surface config carrying `background = <the OSC color>`, which reaches ghostty's `Termio.changeConfig` and re-seeds `terminal.colors.background.default` on every surface update. Since `DynamicRGB.reset()` is `override = default`, OSC 111 restored the program's own color instead of the theme.

The overlay now lifts only `background-opacity`, never restating the color, so `default` stays at the theme and the reset reverts. The host-free `OSCBackgroundPolicy` owns the set/reset routing and the per-prompt dedupe.

Also fixes two font-zoom regressions on the config re-apply paths: a `--background-color` overlay and a split or scratch pane each lost their live cmd-+/- zoom, since those panes have `onFontSizeChange` unwired and their zoom is readable only from the surface.
