Update Babel and more

Babel 8 changed runtime assumptions (ESM-only core, JSX runtime defaults), which exposed failures in legacy test and bootstrap paths.

This commit updates the Babel register wrapper to handle default export interop, keeps the React example on classic JSX runtime for compatibility, and remaps non-module CSS imports in Jest to empty mocks instead of routing them through the JS transformer.

Also includes related webpack/dev-server bumps and lockfile refresh required by the dependency upgrade.
