fix: runtime_settings: convert the parse error only where there is one

Parsing normalised the error at the end, past the point where the v1 fallback
had already turned it into this module's own. With v1-parsing enabled the
conversion had nothing left to do, which clippy 1.88 rightly rejects as a
conversion to the same type, breaking the style check the MSRV bump brought it
in with.

Convert in the branch that still carries a serde_json error instead, leaving
each configuration to settle the type on its own.
