fix(cloudbuild): log startup script phases for GCE diagnosability

A staging instance came up with no container during the rollout of the
startup-script based templates. The VM booted normally (docker daemon
ready, guest agent and konlet both logged) but google-startup-scripts
never produced a single line, so there was no way to tell whether the
script had failed, stalled, or never been invoked. MIG autohealing
recovered the instance ~8 minutes later.

Log each phase with elapsed seconds and report the phase name on
unexpected failure via an ERR trap. The script previously emitted no
output until docker-credential-gcr, meaning a metadata stall (curl
retries up to ~5 minutes, silently) was indistinguishable from the
script never running.

errtrace is required for the ERR trap to fire from within main.
