mdm: dedupe declaration builders behind resolve_declaration_artifact_version

The four declaration builders (declaration, cert_asset, data_asset, legacy_profile)
each carried the same ~24-line preamble: parse the identifier to an artifact pk,
prefer the advertised snapshot, fall back to the live scope walk, and raise on an
invalid or out-of-scope identifier. Extract it into a single helper in utils.py;
each builder now resolves (artifact_version_pk, server_token) in one call and keeps
only its type-specific model load and payload. No behavior change (error messages
derived from model.__name__ match the previous strings).
