Add a command to refresh apps & books asset metadata

Assets created while the metadata lookup was pinned to the US storefront
have an adam ID but no name, bundle ID or icon, and nothing brings them back:
the sync only sets those attributes when the lookup resolves, so a missing
result leaves the stored values untouched rather than overwriting them.

sync_apps_books already refreshes them, but it refetches every asset and its
device assignments. This only reads the assets without metadata, and only
saves and emits an event when the lookup changes something.
