fix(scripts): default repairlogins to the database in the mongo URL

The command required --mongoDB even when the connection string already
carried the database in its path, so an operator whose VOCDONI_MONGOURL is
already complete had to name the database twice.

db.New has always resolved this the other way: an explicit database wins,
otherwise the one parsed from the URL is used, and only the absence of both
is an error. The command now does the same, so the environment that runs the
service runs this unchanged.
