Drive the CSE Machine tab from its side-content tab (#4193)

* feat(playground): drive the CSE Machine tab from its side-content tab

Mirrors the existing Stepper tab-driven evaluator override
(PR #4035) for the CSE Machine: the tab is now offered whenever the
current conductor language has any evaluator with the "cse"
capability, regardless of which evaluator is currently selected.
Opening the tab force-selects that evaluator (so Run drives the CSE
machine); leaving it restores the language's default evaluator, and
the evaluator dropdown is hidden/disabled while the tab is active,
same as Stepper.

Requires source-academy/language-directory's cse capability to be
scoped to exactly one evaluator per language (see the language-
directory fix landing alongside this).

* chore: bump language-directory to 0.0.18

Picks up source-academy/language-directory#49 (scopes the cse
capability back to the CSE evaluator only, and removes the dead-end
CSE entries for Python §1/§2), which this PR's tab-driven CSE
Machine evaluator override depends on to correctly resolve which
evaluator to switch to.
