test: convert box-py/snapshot to luatest

The test verifies two scenarios:

* box.snapshot() propagates a failure to write a snapshot file to the
  caller;
* SIGUSR1 triggers snapshot writing; no crash happens.

Rewrite it in luatest to structure the test better and to move toward
cutting off the obsolete diff-based mechanism.

NB: The original test also announces a test case for
https://bugs.launchpad.net/tarantool/+bug/686411 ("box.snapshot() does
not overwrite a snapshot file that already exists"). However, this
scenario was removed in commit c10874f4b376 ("gh-2045: Update snapshot
timestamp if snapshot already exists."), only a comment regarding it
remains there. Actually, there is no such scenario in the original test,
only the two listed above.

NB 2: The original SIGUSR1 scenario sent the signal many times. I see no
reason behind it, so the converted variant simplifies it.
