ci: update actions to their latest versions

actions/checkout v4 and actions/setup-go v5 run on Node 20, which GitHub
has deprecated and now forces onto Node 24, so every job logged a
warning. actions/cache v3 is served by a cache backend that has since
been retired.
- Move checkout and setup-go to v7 in every workflow, including
  govulncheck.yaml, which was already on v6.
- Move actions/cache to v6 in the prepare-ee-test-env action.
- Move golangci-lint-action to v9, matching go-config; it expects the
  golangci-lint v2 configuration this repository already pins.
