security: add least-privilege permissions to GitHub Actions workflows

Adds explicit permissions blocks to all workflows to resolve CodeQL
actions/missing-workflow-permissions (NR-560207).

- Default top-level 'contents: read'.
- 'security-events: write' where SARIF is uploaded (codeql/trivy).
- 'contents: write' scoped to the Windows MSI-upload jobs
  (prerelease_windows.yml, component_windows_packaging.yml), whose
  'Upload MSI to GH' step runs 'gh release upload'.
