ci: update actions and pin tool versions

actions/checkout v4 and actions/setup-go v5 run on Node 20, which GitHub
has deprecated and now forces onto Node 24, so every job logged a
warning.
- Move all actions to their latest major: checkout v7, setup-go v7.
- Install codespell and govulncheck directly with a pinned version
  instead of through a third-party action, as go-config and go-storage
  do, so the set of actions to keep current stays small.
- Align the govulncheck schedule with the rest of the ecosystem.
