ci: replace release-please PAT with release-mate action (#197)

Run release-please through the release-mate reusable workflow, which
mints a short-lived GitHub App installation token per run instead of
using a repository-scoped PAT. Like the PAT, the app token triggers the
downstream publish workflow on the release event.

The release-please config, manifest, README markers and publish workflow
are unchanged; release-mate wraps release-please rather than replacing
it. Renames the workflow to release.yml to match sibling repositories.
