* add 1D versions of AMR positivity limiter and test cases

* adjust SWE beach AMR test to fire on coarsening

* adjust indicator and final time in multilayer AMR test to fire more code

* soften tolernce on new multilayer AMR test

* soften tolerances further

* Apply suggestions from code review
