fix: make wifi scan bring up its own STA interface (B1-809 portal SSID list) (#1113)

- add wifi_ensure_scan_capable() precondition in bb_wifi_scan_networks()
- inits esp_wifi driver + creates s_sta_netif (reusing the existing handle) if not yet up
- upgrades AP-only mode to APSTA without ever stopping/restarting the driver, preserving a live captive-portal client
- sets plain STA and starts the driver when uninitialized or freshly initialized
- leaves STA/APSTA mode alone when scan-capable already, so repeat calls are no-ops
- scan failures (precondition or scan itself) remain non-fatal: logged and return 0, unchanged for callers
