Url escape services and procedures for gRPC

Otherwise we get potential ambiguity when splitting the service and
procedure.  E.g. for the method /foo/bar/meow, is the service:procedure
split foo/bar:meow, or is it foo:bar/meow. By url escaping the characters
we guarantee that we won't have forward slashes causing ambiguity
