Validate plug signature in plugs.plug decorator.

Add validation to the plugs.plug decorator to verify that registered plug
names exist in the decorated phase function's signature when update_kwargs
is True. This converts a potential runtime TypeError into an earlier
decoration-time (import-time) InvalidPlugForPhaseError.

This would break scripts from loading if that have a phase with this problem, but since such a phase is not being run anyway, affected users are likely looking at dead code anyway (and should deal with it accordingly).

Also add corresponding unit test coverage in plugs_test.py.
