docs(specs): re-close 2a; the scoped npm name was never reopened

The previous commit reopened the @highlightjs/fsl question on a
misreading. "I want to use highlightjs/fsl" meant the GitHub repo --
https://github.com/highlightjs/highlightjs-fsl, org-hosted, already ours
with push+maintain -- not the npm scope. Two different namespaces; only
npm was ever in question, and John closed it.

Settled shape:

  npm     highlightjs-fsl                    unscoped, own account
  github  highlightjs/highlightjs-fsl        org-hosted, already ours

The org-hosting half is what docs/language-contribution.rst step 7
describes, and it is done.
