Revert review grace period feature

This reverts commits f90dfcd67 and 53ab8b86b. Delaying status updates on the
bot API does not actually give reviewers a correction window: review results
propagate internally regardless of whether the reviewer later changes the
decision, so masking only the outward-facing result buys nothing. Removing it
for now; a proper approach (delaying the internal state transition, or a
reviewer-facing undo) can be reconsidered later.
