Bump Go to 1.26 for Kubernetes 1.36

Kubernetes 1.36 needs Go 1.26, so update the module Go directive to match the required toolchain.

Go 1.26 also flags %q formatting for the typed netlink mode values in the ipvlan and macvlan fallbacks, so format those unknown mode values numerically.
