fix: dereference annotated tag to commit SHA for cr upload

csi-driver-nfs release tags are annotated + signed (per RELEASE.md), so
'git rev-parse refs/tags/vX.Y.Z' returns the tag object SHA rather
than the underlying commit. Passing that tag-object SHA as
--commit / target_commitish would make GitHub reject the release
creation the same way we saw with the local temp commit.

Dereference with the '^{commit}' peel suffix so cr upload always gets
a real commit SHA. Also fix the misleading comment that mentioned a
HEAD fallback that the code doesn't actually implement.
