docs: brief the L23 lane so the pivot can be picked up cold

Every non-optional step of the Common Lisp pivot is merged. What remained after
L20 and L21 landed was two decisions that existed only in an orchestration
session, which is exactly the kind of state the step-brief mechanism is for.

Records that D8's optionality has been resolved in favour of implementing
tagbody/go fully, across the elaborator and all three backends -- and that L20's
DIV-0018 diagnose-only stub in the sender backend is not the precedent for it.
Carries the ANSI details that are easy to get wrong (tags are symbols or
integers, not evaluated, not expressions; lexical resolution but dynamic extent;
a dead-extent go is a diagnosed error on the L14 machinery), and sets the
compile-time loop as the merge criterion, since iteration without recursion is
what tagbody is for.

Also records the decision to raise default_max_values from 8 to 20 to meet ANSI's
multiple-values-limit, with the note that DIV-0020 argues the other way and must
be superseded by appending rather than edited.

Clean worktrees for both are parked at d63a6d2: ../wt-l23 and ../wt-maxvalues.
