fix: package chart manually so chart-releaser publishes on dispatch

chart-releaser-action's default flow diffs charts_dir against the
latest git tag to decide what to package/publish. Our previous workflow
staged the chart into an untracked .cr-charts/ directory, so the diff
always reported 'no chart changes' and the run finished without
creating a release or gh-pages branch.

Package the chart with 'helm package' ourselves, drop it under
.cr-release-packages/, and set skip_packaging: true so chart-releaser
bypasses its diff logic and only handles the upload + index.yaml
publish step.
