feat(functions): add per-invocation timeout override (#1144)

* feat(functions): add per-invocation timeout override

FunctionsClient hardcoded a 150s timeout on every request with no way
to override it per call. Add FunctionInvokeOptions.timeoutInterval so
callers can override FunctionsClient.requestIdleTimeout per invocation.

Closes SDK-1299

* docs(functions): mark timeout capability as implemented

Reflects the per-invocation timeout override added in the previous commit.

* fix(functions): remove non-public symbol from compliance entry

FunctionInvokeOptions.timeoutInterval is internal, not public API.
