Add Orion container image Dockerfile (#1016)

* Add Orion container image Dockerfile

Adds Docker/orion/Dockerfile for running the Orion regression-detection
tool (cloud-bulldozer/orion), based on its own upstream Dockerfile with
fixes found while validating this integration against our OpenSearch
cluster (CLGOVNR-91): pin to Python 3.11 instead of 3.14 (no prebuilt
scikit-learn wheel for cp314 at the pinned version), drop the forced
--no-binary build of cryptography (fails via cargo/maturin), and build
as a single stage instead of multi-stage (the final-stage COPY breaks
on Fedora's /opt/app-root/lib64 -> lib symlink).

* Remove internal ticket reference from Dockerfile comment

Not needed for external contributors and not resolvable outside
Red Hat's internal Jira.

* Pin base image digest and packaging tool versions

Addresses review feedback: the base image tag and pip/setuptools were
unpinned, so a rebuild could silently pick up different versions than
what was actually validated. Pins to the exact digest and tool
versions used in the tested build.
