chore: refresh go.mod after rebase, drop go.sum from the diff

Rebased onto master to pick up the grpc 1.79.3 -> 1.82.1 bump (#2296),
which resolves the Snyk/Trivy security check failures unrelated to this
PR. Resolved one go.mod conflict (golang.org/x/oauth2/crypto versions)
keeping both the OCI SDK's crypto requirement and master's newer oauth2.

go.sum is intentionally reverted to match master exactly - it will be
regenerated correctly once someone runs `go mod vendor` with network
access to finalize the vendor/ sync (see the PR description's Known
follow-up). Committing an interim go.sum here would just be noise that
doesn't match the final vendored state anyway.
