docs(skills): drop the redundant revdiff binary-presence check

Every skill opened with a 'which revdiff' Step 0, so each review paid an
extra agent turn to confirm something the launcher already resolves inline.
When the binary really is missing the launcher fails with a clear error and
the agent can guide installation then — a pre-flight probe on every single
review is the wrong place to pay for that.

Applies to the Claude diff-review skill and both Codex skills. revdiff-plan
keeps its jq check: jq is used directly by extract-last-message.sh, not
behind a launcher that reports its own failure.
