* Implement Service Gateway support in Azure Load Balancer

- Introduced Service Gateway functionality to manage load balancers on a per-service basis.
- Added a new difftracker package to handle service state reconciliation for Service Gateway.
- Updated LoadBalancer methods to accommodate Service Gateway, including GetLoadBalancer, EnsureLoadBalancer, and UpdateLoadBalancer.
- Modified backend pool management to support Service Gateway's per-service backend pools.
- Enhanced endpoint slice handling to update service endpoints in accordance with Service Gateway requirements.
- Implemented validation for inbound service configurations specific to Service Gateway.
- Added utility functions for managing service UIDs and backend pool naming conventions.
- Updated existing logic to ensure compatibility with Service Gateway, including handling of public IPs and load balancer naming.
- Introduced new metrics and event recording for Service Gateway operations.
