ci: add IWYU check (report-only)

Report/warn-only, not a hard CI failure -- IWYU's suggestions are
judgment calls, so this publishes a report artifact for review
rather than blocking merges. Proposed in #4962, awaiting flatcap's
go-ahead on the approach before opening as a PR.

Drives the file list from compile_commands.json itself rather than a
blind find, since some source files (e.g. conn/gsasl.c) are excluded
by this build's feature flags -- confirmed locally that a blind find
produces spurious compile errors on those files, unrelated to
includes. Verified end-to-end against address/ and conn/ (32 files,
0 compile errors, only pre-existing findings).
