Apply always-on-top after window creation (#6441)

RequestAlwaysOnTop only set an internal flag consumed as a WindowHint
during CreateWindow. Calling it after the window existed (or from a
goroutine that races with ShowAndRun) had no effect, since GLFW hints
are only read at creation time. Fixes #6436.

Also update the live window via SetAttrib(Floating, True) when a
viewport already exists, matching the pattern used by SetFullScreen.
