chore: prepare 3.6.0 release

Bump the version, re-lock, and record the changes since 3.5.0 in the
changelog. Highlights: Python 3.14 support, Python 3.9 dropped, Result
pickling fix, empty-YAML-inventory fix, and the Poetry-to-uv migration.

Dependencies are deliberately NOT upgraded here: uv.lock pins mypy,
pytest, and setuptools to versions the test suite requires, so refreshing
them belongs in its own PR where each bump can be verified.
