chore(ci): remove Dependabot auto-merge workflow (#1290)

The workflow auto-approves minor/patch Dependabot PRs and then calls
`gh pr merge --auto`. The repo has `allow_auto_merge: false`, so the
merge call no-ops, and the "Protect main" ruleset has no required
status checks, so the auto-approval can land on PRs with failing CI.
