spec: define the QUERY parameter union and complete the IANA registries

Three gaps a reviewer would raise.

The QUERY method says body parameters follow the same rules as query
parameters but never says what happens when a request carries both, so two
implementations could differ on the same request. State the union, which is
what the reference implementation does, and extend it to last_event_id so a
subscriber whose matcher list only fits in the body can send its cursor
there too. Only last_event_id needs a precedence rule, since a subscription
is created per matcher parameter.

Both new registries are created under Specification Required but neither
states a registration template, so IANA has no field list to build them
from and third-party registrations have no Change Controller. Add one to
each, and give the Actions registry the expert instructions its sibling
already has (RFC 8126 §4.6).

RFC 9110 was cited normatively three times and informatively twice. A
reference is one or the other for the whole document; both uses are
requirements, so make them normative.
