Attest secret-amount right shift with an isolation fixture (#187)

The `asym` fixtures pin the secret-shift-by-amount property in isolation —
public value, only the amount tainted — routing through the branchless barrel
so a secret amount can't drive control flow. That existed for `<<`
(`one_shl` → `const_shl_ct`) but not `>>`, even though secret-amount right
shift is the shape the modexp ladder (`exp >> i`) and Montgomery REDC actually
drive on secret data.
