fix(events): make spam and /spam plain aliases of the report command

spam and /spam go back into isReportCommand rather than a separate gated predicate, so all four
forms - report, /report, spam, /spam - are equivalent for a regular user in every path: an orphaned
one (sent without a reply) is deleted, a reply files a report, and all are suppressed when
report.enabled is off. /spam@botname stays unaccepted, matching nothing that autocompletes it.

keeps the SenderChat guard on the user-report dispatch, so an anonymous admin or post-as-channel
reply is left alone instead of being deleted with no report filed - their From is a telegram
pseudo-user that can never be an approved reporter.

documents the routing in CLAUDE.md, including that isReportCommand is shared with the
orphaned-command cleanup, so anything added to it also becomes deletable when sent without a reply.
