Update carapace-dev skill for flag prefix and ArgumentStyle changes

Sync skill documentation with recent code changes for custom flag
prefixes (e.g. '&' for elvish) and the ArgumentStyle bitmask that
controls which argument binding forms a flag accepts. Key updates:
- Flag struct: Prefix→ArgPrefix/FlagPrefix fields
- Mode()→GetMode() rename, Definition()→Definition(prefix rune)
- New methods: Prefix(), ArgumentStyle(), AcceptsNext/Delimited/Attached
- LookupArg dispatch now uses dynamic prefix, checks ArgumentStyle
- Definition suffixes corrected: &=hidden, !=required, *=repeatable
- SKILL.md routing table keywords expanded
