test: cover STATUS_IOUT bit5 isolated from bit7 in tps546 fault decode (#1076)

- add test_decode_fault_bits_iout_oc_warning_only_does_not_trigger_oc
- STATUS_IOUT=0x20 (bit5/IOUT_OC_WARNING set, bit7/IOUT_OC_FAULT clear)
  was never exercised alone; every prior test co-set bit5 with bit7
  (0x80, 0xA0), so a regression treating bit5 as fault-worthy in
  isolation would go undetected
- register the test in test_main.c (forward decl + RUN_TEST)
