fix: Reject floats with an empty exponent

The exponent part needs at least one digit, so 1e, 1e+ and 1.0E are
invalid. Return an unexpected token error when no digit follows e/E and
the optional sign. These cases move from the EOF corpus to the token
corpus, since they now fail at the number instead of at EOF.
