Improve GitHub Actions integration CI

- Move DevStack and Ceilometer from stable/2024.2 to
  stable/2025.1 (2024.2 is gone; unmaintained/2024.1
  has OVN issues)
- Bump runners from ubuntu-22.04 to ubuntu-24.04
- Simplify MySQL/PostgreSQL purge before DevStack install
