🐛 (go/v4): simplify .dockerignore test and fix scaffold description (follow-up #5887)

Drop the greedy "!**/*.go" so the scaffold names only the source dirs; the build
context is now identical across Doc and Podman, and no
test/ or hack/ files leak. The header comment now only says what the file does,
with no container-tool support clai

Rewrite the CI test to a single busserts the context is
exactly the non-test Go sources, and run it against testdata/project-v4 across the
three tools instead of scaffolding
