Migrate the AlmaBibNorm job to a Hanami slice

* The HTTP Post request is refactored to be an Operation
* The Deps mixin creates its own initialize method that provides
  all the injected dependencies.  If we supply our own initialize
  method, we no longer get any of those dependencies!  So, refactor
  the job to not define its own initialize.
* Use hanami settings (based on environment variables) rather than
  the LibJobs.config yaml file.
