feat: compose /api/health root OpenAPI schema at init from meta (gated) (B1-1059 PR-d) (#1049)

- add bb_health_wire_meta (bb_health_wire.c/priv.h) as the JSON Schema
  companion to bb_health_wire_desc, gated BB_SERIALIZE_META_SHIP
- extend bb_serialize_meta_openapi_open_fragment()/root_close() with the
  same BB_SERIALIZE_META_TESTING fail-injection seam already on
  _schema()/_fragment(), enabling coverage of PR-d's new failure arms
- add a config-ON (CONFIG_BB_OPENAPI_RUNTIME_META) fork of
  bb_health_assemble_schema() that composes the /api/health root schema
  at runtime from bb_health_wire_meta plus each registered section's
  schema_props, reopening root "properties" after open_fragment()'s
  implicit close so sections splice in as siblings of "ok"/"network"
- config-OFF path is untouched (byte/symbol-identical)
