test: raise coverage to ~93% (tests only, no source changes) (#22)

Builds out a WordPress test harness for Amber (which previously had almost
none) and adds unit tests across the admin, dashboard, shortcode and manager
layers, taking line coverage from ~6% to ~93%.

Harness:
- tests/stubs/wordpress.php, WpState, FakeWpdb, AmberTestCase, RecordingContainer
- bootstrap wires sibling autoloaders for Scrutiny and TsmlForUnity alongside
  the existing Unity/Concordance ones

New/expanded suites cover the previously-untested render-heavy classes
(MeetingDashboard, IntergroupMeetingAdmin, ReportsAdmin, DeveloperDashboard,
the IntergroupMeeting attendance dashboards, DirectoryDashboard,
PositionShortcodeRenderer, GeneralShortcodes, service wiring, Plugin boot,
menu registration) plus the manager/label helpers. Paths that end in exit()
or wp_die() are driven through reflection / guard-branch tests rather than the
un-runnable live path.

No files under src/ were modified.
