test(cockroach): wrap clearTables in a single transaction to fix flaky hook timeout

17 separate DELETE round-trips per beforeEach were occasionally exceeding the
5s hook timeout against a cold CockroachDB node in CI. Batching them into one
transaction collapses the per-round-trip commit overhead that caused it.
