feat(core)!: add as-needed prefetch strategy (#1711)

Prefetch only chunks for pages linked from the current page while preserving existing preload behavior. Resolve redirects, virtual-page links when collecting linked-page assets.

BREAKING CHANGE: `shouldPrefetch` now defaults to `'as-needed'` instead of `true`. Builds no longer prefetch every asynchronous page chunk by default. Set `shouldPrefetch: true` to retain the previous behavior.
